Luis Rojas Luis Rojas-Marcos Marcos de la Viesca born in Seville, Spain in 1943 and is the brother of andalucista leader and former mayor of Seville Alejandro Rojas-Marcos. In 1968 he emigrated to New York to study psychiatry and, as acknowledged, to flee from a political, social, familial and moral tense. He graduated in medicine from the University of Seville, he studied psychiatry at New York, and holds a doctorate degree from the universities of Bilbao and New York. He is a professor of psychiatry at New York University, member of the Academy of Medicine of New York and the American Public Health Association.He was Director of Psychiatric Hospital Systems in New York City from 1982 to 1992, ultimate responsibility for Mental Health Services, Alcohol and Drug Dependencies to 1995, when he was appointed chairman of the Public Hospital System of New York City, with an area of competition which included 16 public hospitals and outpatient network of the city of New York, a position he held until 2002 and from attending the terrible attacks of 11 September 2001. In 2004, he devoted himself to research, teaching and hospital management, in addition to writing, leaving clinical practice in second place. He has published extensively on psychiatric issues, and public health in American scientific journals. In Spain, contributes regularly to the opinion section of the newspaper El Pais, is patron of the Fundaci n “la Caixa” and collaborates with institutions engaged in social issues.Decree 98/1996 of 23 February, he was awarded the Medal of Andalusia in its category of silver
